The D-Link DGS-1210-10P and with it the realtek-rtl838x target was added
in Gluon v2022.1.4. So add for the CI builds, too.

This updates batman-adv to v2023.3 plus:

* the upcoming (upstream merged) batman-adv multicast packet type feature
* changes the default multicast-router-present flag in batman-adv
  from "present" to "not-present" on OpenWrt < 23.05

Update to the latest commit on the Gluon branch "v2023.1.x".

Skipping ahead of the v2023.1.1 tag to get the following two commits
specifically:

  5d7aad74cf04 scripts/modules.sh: move site feeds to the front of the module list
  eddc00368ab3 modules: move Gluon packages to front of module list

To be able to then update the batman-adv/batctl packages to a newer
version via site/modules.

Currently /lib/gluon/gluon-version is showing "v2021.1.1-48-gd0f43ae"
instead of "v2021.1.2". Even though they are both pointing to the same
commit in Gluon. The Gluon tag would be nicer as it would be displayed
in Gluon Census then. Try to fix this by explicitly fetching tags for
the Gluon repository.

The previous try in d3fe4910 fetched tags for the site instead of
the Gluon repository.
